Back to School Clothing & Footwear Allowance
The administrative arrangements for the Back to School Clothing & Footwear Allowance (BTSCFA)
in 2011 are different from the arrangements that applied in previous years.

This year most of the process will be automated. This means that you may not need
to fill out an application form for the payment.
If you qualify you should have received a letter from the Department of Social Protection
in June telling you how and when the payment will be made.
If you do not qualify automatically you must apply in the normal way.

You may qualify for the BTSCFA if you are:

Getting a social welfare payment or a HSE payment, or
Taking part in an approved employment scheme, or
Taking part in a recognised education or training course, or
Involved in an Area Partnership Scheme, or
Attending a FÁS, Fáilte Ireland or LES training scheme
Income limits

To qualify for the BTSCFA, your total weekly household income must be less than
the amounts set out below. Any income you get from Rent Supplement,
Mortgage Interest Supplement, Family Income Supplement, Blind Welfare Allowance,
Rehabilitation Training Allowance, rehabilitative employment (up to €120 pw),
work as a home help, Domiciliary Care Allowance, Mobility Allowance and
the Higher Education Grant Scheme is not counted.

Changes to Household Benefits Package
People in receipt of a Carers Allowance, Half Rate Carers Allowance, Disability Allowance,
Invalidity Pension and all those aged over 70 years are entitled to a Household Benefits Package
. On July 12th Government announced that the allowances provided under the package would be
reduced from September 2011.

The cost of the Telephone Allowance will be reduced from €26 to €22 per month.
The number of free units provided under the Electricity and Gas Allowance will be reduced
from 2,400 to 1,800 per year. The Department have advised that in some cases recipients may
be able to offset this reduction by switching to other companies in search of better deals.
